It's like they came off an assembly line somewhere only differentiated by which ethnic stereotype they represented. I remember one episode where the henchmen were these two Irish leprechaun brothers who screwed up whatever harebrained scheme Dr. Claw had to defeat Inspector Gadget because they were too busy fighting with each other. Shredder's incompetence was staggering considering he looked the third member of the Road Warriors - Hawk, Animal, and Shredder. Not bad.
